Ok-ej over the weekend I have instolled Paython and went also through some tutorials. It looks really powerful any easy to learn programing tool..

Questions:
1.) Which command I need to use to be able to read entire ini file (the contents generated by the hook)?

This is not really the place to be asking general Python questions but you can use the read() method on a file handle. However, for INI files, you're better off using the win32api (contained in the WIN32 extensions I mentioned earlier). Look at the existing Python sample hook/plugins for examples.
